According to the latest recruitment statistics, the chareidi town of Elad had the highest percentage of combat soldiers (56.8%) over the past year, but in terms of how many of its youngsters recruited it was 29th, with only 39% of recruits joining the IDF. The others sought exemption as yeshiva students. Yerushalayim came in the 28th place, followed by Beit Shemesh and Beitar Illit with 18.1% recruitment.

Yechikam Gamliel, head of Elad municipality’s youth department, said that many of the chareidi recruits from his town were dropouts sent to the army as a last resort.

“Better that they serve in a chareidi unit like Netzach Yehuda or the Tomer or Givati brigades than fall into drug abuse or wander the streets,” he said.

The number of chareidi recruits is climbing steadily but not reaching the target figures set by the latest recruitment laws. Although 2,528 chareidim enlisted in 2015, this fell short of the target figure of 2,700. In 2014, the 2,225 chareidim who enlisted was slightly less than the target figure of 2,300.

But overall, chareidi draft figures have rocketed from 730 in 2010 to 1,000 in 2011, 1,280 in 2012, 1,047 in 2013, 1,858 in 2014, 2,225 in 2015 and 2,528 in 2016. Target recruitment for 2017 is 3,200, over four times the number of chareidim who donned uniforms in 2010.

Looking at the whole Israeli populace, recruitment of men dropped this year from 73.7% in 2013 to a record low of 71.9% in 2016. But there was an increase in the number of religious women who waived their automatic IDF exemption and chose to join the fighting forces. This number rose from 935 in 2010 to 2,159 last year. The number of female combat soldiers quadrupled since 2012 from 547 to 2,104 last year, and the army is considering giving women a role in tank warfare.

A small number of secular youngsters refused to join the military due to ideological opposition to the army’s role in the West Bank. Two teenage girls were sentenced to two days’ imprisonment for their refusal to serve due to their “unwillingness to contribute to the oppression of the Palestinian people.” Eighty members of the Mesarvot (Refusers) organization accompanied them to the Tel Aviv induction base where they were arrested.
