The White House is planning to reveal a new document defending President Barack Obama’s national security decisions ranging from Syria to Russia on Friday, outlining what it calls “strategic patience, Foreign Policy reports.

The plan, which is Obama’s second document on the National Security Strategy, aims to refute criticisms that the president waited too long to take action on major global issues like the rise of the Islamic State and Russia’s military aggression in Ukraine.

The document argues that holding off was a part of a deliberate strategy to ensure the U.S. considered all risks before diving into conflict, while also advocating a continuation of Obama’s foreign-policy approach of the last four years.

National Security Advisor Susan Rice will present the strategy in a speech at the Brookings Institution in Washington. Read more at Foreign Policy.
