In an op-ed today, FCC Chairman Tom Wheeler announced he is proposing to regulate the Internet as a public utility. Wheeler wants to use Title II of the Communications Act to make it illegal for the speeding up or slowing down of Web traffic, as well as the blocking of traffic.
“My proposal assures the rights of Internet users to go where they want, when they want,” Wheeler wrote, “and the rights of innovators to introduce new products without asking anyone’s permission.”
