It is a federal holiday observed on the third Monday in January. In New York City, all city and state public buildings, government offices, courts, and post offices are closed with the exception of self-serve kiosks at the main post office in Manhattan on 8th Avenue at 32nd Street. Express mail will also be delivered.

Public schools and financial institutions are also shut. Banks have the option to close.

Alternate side-of-the-street parking will be suspended and there will be no garbage or recycling collection. All other rules are in effect.

New York City subways and buses operate on a Saturday schedule. Long Island Rail Road trains operate on a holiday schedule. Metro North trains operate on a special half-holiday schedule. The State Island Ferry operates on a regular weekday schedule.

In New Jersey, government and post offices are closed. Express mail will be delivered. Banks and schools have the option to close. NJ Transit and PATH trains operate on weekday schedules. Light rail operates on a holiday schedule. Bus schedules vary by route.

In Connecticut, federal, most state offices, schools and post offices are closed. Express mail only will be delivered. Metro-North operates on an enhanced Saturday schedule.
