A federal appeals court found that the National Security Agency’s bulk collection of Americans’ telephone metadata is not authorized by the law.
In a decision announced Thursday, the Second Circuit ruled that the program-revealed by Edward Snowden-exceeds what Congress authorized in the Patriot Act.
The court did not stop the program, though, saying that Congress is already debating re-authorization of the Patriot Act. Read more.
