Obama is cancelling the summit … the meeting with Putin. He still plans to travel to Russia for an economic conference as far as the other news articles indicate. He just won’t meet one on one with Putin at that time. Your version of the story sounds (unlike the 3 or 4 other news articles I’ve seen) like Obama isn’t going at all.
