guantanamo-bayPresident Obama will give a speech Thursday to address his administration’s decision not to close the military prison at Guantanamo Bay as well as other key counterterrorism policies of his second term, a White House official said.

The speech, at the National Defense University, will also discuss the legal framework for the nation’s counterterrorism policies, including leaving Guantanamo Bay open as well as the controversial drone strikes abroad. Obama was supposed to deliver the speech earlier this month, but it was put off amid a series of hunger strikes at Guantanamo.
