David Paterson and New York Senate Republican leader Dean Skelos are opening up talks for a possible New York City transit system bailout that likely depends on Republican votes. Paterson and Skelos agree no deal was struck. But their closed-door meeting yesterday evening marked a thawing of a relationship that will need to work to avoid severe spikes in fares, reduced service and layoffs already set into motion by the Metropolitan Transportation Authority board.Skelos says his conference remains opposed to a payroll tax to help fund the bailout, but he’s willing to negotiate.

His members are needed for a bailout to be approved in the Senate. Democrats have a 32-30 majority, but three or four Democrats are opposed to many aspects of a bailout.
