  1. Not a new minhag. Common for one who is speaking in front of a tzibbur, especially when words of mussar, chizuk, and historirut are being said, to wear a tallit out of respect for the tzibbur (kovod ha’tzibbur), much as a chazzan/shliach tzibbur wears one even to minchah and in many places to arbit. Such speakers are also, in many ways, to be considered shluchei tzibbur (agents of the congregation). I hope this answers your question.

  3. The maspidem are the Rob of London hagaon rav dunner שליט”א and the rosh haeshiva hagaon rav malkiel kotler שליט”א who came specially to London to eulogies רשכבה”ג ליבן של ישראל מרן ראש הישיבה הגר”ש אויערבאך זצוקללה”ה

  4. That’s the original (old) Minhag for K’vod Hatzibur to wear a Tallis. The new Minhag is not to wear one.

  5. This seems to be taking place at the North Hendon Adass Shul,as i observe it’s Rov Rav Chaim Kohn shlit”a is one of the speakers,and obviously the minhag in this shul is that every drosho is held with a talis clad speaker…It almost certainly took place in the evening hours.
