It has to do with the vaccinations that chickens got recently in Israel (well, a few months ago as the chickens are vaccinated when they are just born. These are obviously grown chickens.)
Different kashrus organizations administer the vaccinations in different parts of the chicken, some in the leg, some in the neck, some in the chest. The Eidah does it in the leg. Shailos came up recently because they changed the vaccination and the fact that the weather had changed recently (was a bit colder these past few months) so there was a question as to if the vaccination effected the kashrus.
