Seven months after Hurricane Sandy decimated much of the East Coast, the Red Cross still hasn’t spent a third of the money it raised for victims – some $110 million.

Critics are up in arms about the new figures, especially because many of the storm’s hardest-hit victims struggled to find comfortable housing over the cold winter. But the relief organization is defending itself, saying the delay is a deliberate tactic to ensure that money is spent wisely.
