brisNew York City hopes to enact legislation regulating the age-old mesorah of metzitzah b’peh.

Under a regulation enacted in 2012 under then-Mayor Michael Bloomberg, mohalim performing metzitzah b’peh must obtain a signed consent form from parents. The form states the potential health risks.

The large majority of people performing brisos don’t sign the form. Many have never even heard of it.

The NY Daily News, in a report out today, says that about 3,600 brisos with metzitzah b’peh are performed in the city each year, the U.S. Centers for Disease Control and Prevention estimates. It is hard to know how that estimate was reached in light of the fact that Jewish community sources on that matter would seem to be unclear.

The Daily News now says that New York City officials said they hope to propose a new regulation soon.

Rabbi Avrohom Cohn, 86, chairman of the American Board of Ritual Circumcision, referencing metzitzah b’peh, told the Daily News, “There are much more people slipping on a banana peel,” he said. “We should outlaw banana peels.”

  1. Who are these “NYC officials”? NAMES, please. While they are at it, will they ‘regulate’ immoral personal relations such as “toeivah” marriages, which are often encouraged by TV programs and movies, and initiated by other ‘places of endangering public health’.
