snow[Video below.] Blizzard warnings spanned the Tri-State area early today as the second major snowstorm in less than a week barreled into the region threatening a whiteout for New York City.

A blizzard warning is in effect for New York City until 6 a.m. Thursday. The National Weather Service has also issued a blizzard warning for all but the northernmost part of New Jersey until midnight.

The storm could dump about 10 to 16 inches of snow on the metropolitan area and wind gusts of up to 40 mph are expected.

The snow will pick up intensity throughout the day, lowering visibility and making travel extremely dangerous.

The snow may mix with sleet in the morning but will otherwise be heavy at times throughout the day. AccuWeather says snowfall rates of one to two inches per hour are possible.

On Tuesday, New York Gov. David Paterson said the state was preparing for the storm, sending extra plows to Long Island and helping to prepare emergency crews from New York City into the lower Hudson Valley.

New York City schools have been closed in anticipation of the snowstorm. Snow days are rare, with the last two coming on March 2, 2009, and Jan. 28, 2004.

Alternate-side parking rules are suspended for snow plowing. Parking meters will remain in effect throughout the City.

A Long Island Rail Road spokesman said that if the snowfall is more than 10 inches, it may have to close some lines. The LIRR is planning on providing extra trains between 1 p.m. and 4 p.m.

Metro-North is planning extra outbound rail service out of New York from noon to 4 p.m., but significantly reduced service after 5 p.m.

NJ Transit says it will cross-honor tickets on buses and trains all day beginning at 5 a.m. Wednesday. The agency also will keep all train station waiting rooms and buildings open for extended hours through Monday.

Continental Airlines canceled all 400 of its Wednesday flights at Newark Liberty Airport, as well as several hundred more regional flights on affiliate airlines. U.S. Airways and Continental also canceled most flights at New York’s LaGuardia Airport.

Motorists are finding it slow going because of the snow even though plows and salt spreaders are out in New Jersey.

There are speed restrictions along the New Jersey Turnpike.

Officials are urging people to stay home if they can. Otherwise, commuters should allow extra time.

State government offices are closed because of the weather. Nonessential state employees should stay home.

The precipitation has turned to rain along the Jersey shore. However, forecasters say it should turn back to snow as the storm intensifies and could create blizzard conditions.

The National Weather Service says snow accumulations in New Jersey are expected to range from 12 to 22 inches, with the highest amounts straddling the Interstate 95 corridor.
