In a scathing report issued Friday, the U.S. Department of Justice found that the Chicago Police Department routinely used excessive force and targeted minorities. Investigators detailed “serious concerns about the prevalence of racially discriminatory conduct by some CPD officers,” including civil rights violations. These violations were attributed to poor training and supervision.

The report, which found that “confidence was broken” between law enforcement and the communities they police, was commissioned after the police shooting death of Laquan McDonald, an African-American teenager.
