New York City Mayor de Blasio’s effort to give small homeowners a one-time break on their water bills sprung a leak for the second time Thursday as an appeals court ruled it illegal, the NY Daily News reports.
The mid-level Manhattan Appellate Division said there was “no rational basis” for the mayor’s plan to give owners of one, two and three-family homes — known as “class one” property owners — a credit of $183 on water bills.
The 3-1 ruling upheld a lower court decision.
