A number of poskim were asked whether someone who wins a lottery for reduced price apartments currently distributed by the Housing Ministry should recite the bracha of Hatov Vehameitiv said over good news.
Rav Chaim Kanievsky, Rav Nissim Karelitz and most other respondents said one should not recite a brocha, because a long process is required to get such apartments, with many unexpected delays. This turns the win into a dovar shelo ba leolam (something still inexistent), which is ineligible for a brocha with sheim and malchus.
