New York Gov. Andrew Cuomo announced Wednesday he will sign an executive order making Juneteenth a holiday for all state employees this year and advance legislation making it an official state holiday in 2021.
“It is a day that we should all reflect upon, it’s a day that is especially relevant in this moment in history,” Cuomo said in reference to the day marking the emancipation of slaves in the U.S., adding that he would sign the executive order Wednesday.
The holiday, observed June 19, has been celebrated by African Americans dating back to 1866 and commemorates June 19, 1865, when Union general Gordon Granger read federal orders in Galveston, Texas, that all previously enslaved people in Texas were free.

June 19 1865 was NOT the end of slavery in the United States, although it WAS the end of slavery in Texas. Thousands of people remained enslaved in Kentucky, hundreds remained enslaved in Delaware, and a handful remained enslaved in New Jersey. They would remain enslaved until the ratification of the 13th Amendment in December.
