Government Moves Ahead With Ulpana Evacuation Plans

ulpana-settlementThe preparations for the eviction of 33 families from Beit El’s Ulpana neighborhood reached another milestone early Monday morning, when a dozen semitrailers unloaded six pre-fabricated homes at a nearby military base. The housing units are to serve as a temporary residences for the would-be evacuees until the relocation of their homes is complete in a few months time.

In April, the High Court of Justice ordered the evacuation of five apartment buildings in the neighborhood of Ulpana, ruling that they were built on privately owned Palestinian land. The deadline for the evacuation and demolition has been set for July 1.

Meanwhile, the government is moving full steam ahead to provide the residents with temporary accommodation even though the exact details of the evacuation have not yet been finalized. The residents have also so far refused to commit to a peaceful evacuation. According to logistics officials at the Defense Ministry, several additional temporary homes will be brought to the military base in the near future. The officials expressed hope the residents would consent to move.

A statement released by the ministry said that the construction of the new neighborhood was being overseen by Prime Minister Benjamin Netanyahu and Defense Minister Ehud Barak and was coordinated with the settler leaders in Beit El. “The ministry is working around the clock to complete the construction of the temporary neighborhood and to allow Ulpana residents to resettle in temporary facilities in a most dignified and convenient manner.”

The body handling zoning and planning activities in the Defense Ministry’s Civil Administration (which oversees civilian construction issues in Judea and Samaria) convened Monday to discuss the alternative housing for the residents of Migron, an unauthorized outpost that the High Court of Justice has ruled must be removed by Aug. 1. According to the emerging plan, the outpost’s 50 families are to be relocated to a nearby Givat Hayekev, an abandoned hilltop near the community of Kochav Yaakov. The move would require the re-designation of the area, as it is currently zoned for tourism purposes. Because of a whole host of reservations by the meeting’s attendees, a decision will be made at a later date.
