The House Oversight Committee has notified President Biden through a letter on Friday that it is initiating an investigation into his administration’s involvement in a plea deal concerning the orchestrator of the September 11, 2001, terrorist attacks and two other terrorists.

House Oversight Committee Chairman James Comer (R-Ky.) mentioned in the letter that the timeline of the plea agreement negotiations “falls entirely within your Administration,” while the White House Security Council maintained that the president “played no role in the negotiations.”

“That White House officials and you, as President and Commander in Chief, would seek to distance your Administration from this decision is understandable given how absurd it is, but it is far from believable or appropriate,” Comer stated.

Alleged co-conspirator Walid Muhammad Salih Mubarak Bin Attash, along with the other two men, had been detained at Guantánamo Bay since 2003 and were all exempted from the death penalty.

The letter also highlights the “complete lack of transparency regarding the deal,” noting that the terms remain undisclosed despite over two years of negotiations ultimately approved by senior Pentagon officials.

The Office of Military Commissions confirmed on Wednesday that it had reached pre-trial agreements with Khalid Sheikh Mohammed, the mastermind behind the al Qaeda attacks, as well as alleged accomplices Walid Muhammad Salih Mubarak Bin Attash and Mustafa Ahmed Adam al Hawsawi.

All three individuals, who had been detained in Guantánamo Bay since 2003, were spared the death penalty.
