The Federal Aviation Administration reported that the air traffic controller present during the fatal plane-helicopter collision in Washington was handling duties typically assigned to two individuals.
The FAA’s initial investigation revealed that staffing at the Ronald Reagan National Airport’s air traffic control tower was “not normal for the time of day and volume of traffic,” according to the New York Times.
As a result, the controller responsible for managing the helicopters near the airport was also tasked with directing incoming and outgoing aircraft on the runways—an arrangement usually split between two controllers.
The airport’s air traffic control tower has faced ongoing staffing shortages, with just 19 fully certified controllers on duty as of September 2023, as highlighted in Congress’ Air Traffic Controller Workforce Plan report.
The FAA and the controllers’ union had set a target of 30 certified controllers for the facility, indicating a significant shortfall in staffing.
