
A recent independent survey reveals that former Governor Andrew Cuomo would “dominate” the 2025 New York City mayoral election, emerging as the top contender across all demographics, including race, age, gender, and borough.
Cuomo leads a field of nine candidates in the city’s ranked-choice voting format, with 33% of likely voters selecting him as their first choice, according to the poll released on Wednesday by the national research firm Bold Decision. While the former governor has yet to officially announce his candidacy, reports indicate he is contemplating a run.
Current Mayor Eric Adams generally secured second place among potential voters, being the preferred choice for 10% of respondents. However, he was closely followed by former NYC Comptroller Scott Stringer, who garnered the top spot from 9% of voters.
The mayor trailed Cuomo by a wide margin, even among his historically loyal supporters—Black voters and Brooklyn residents. According to the poll, Cuomo leads Adams 46% to 18% among Black voters, and 31% to 10% among those living in Brooklyn.
Adams, who was indicted last year on charges of bribery, wire fraud, and corruption, is struggling in the polls due to his low favorability, with 73% of participants expressing an unfavorable opinion of him. The mayor has denied all allegations.
In contrast, Cuomo is viewed favorably by 55% of likely voters, although 40% hold an unfavorable opinion of him. Stringer holds a favorable rating with 42% of respondents, while 21% view him unfavorably.
Other candidates in the race, including NYC Comptroller Brad Lander, New York state senators Jessica Ramos and Zellnor Myrie, Rep. Zohran Mamdani, former Assemblyman Michael Blake, and former hedge fund manager Whitney Tilson, have low name recognition among the electorate.
The poll found that 36% of people had never heard of Lander, 43% were unfamiliar with Ramos, and over 50% had not heard of the remaining three candidates.
Around a quarter of likely voters are undecided, leaving room for campaigns to sway New Yorkers before the primary elections begin on June 14. Pollster Adam Rosenblatt, a co-founder of Bold Decision, acknowledged that such races can shift rapidly over time.
“The 2021 primary showed us the world can look very different between January and June, though fundamentally the race is still determined based on who decides to run, who gets matching funds, and how the campaign unfolds,” Rosenblatt said in an interview with the New York Post.
The Bold Decision poll, conducted via text messages and online interviews between January 7 and 13, carries a margin of error of plus or minus 3.45%.
