I have to agree with the first Anonymous. Sounds like he is offering a voter a “service” in exchange for their vote (in particular, a vote for someone else). Sounds like illegal vote buying. It is quite different than legal vote buying by saying “vote for me because I will always be available to all of my constituents”. Here, it is “vote for him and I will give specifically you something I don’t give (to many) others”.
