Under the terms of this proposal, Hamas would no longer control Gaza but would still retain its weapons, which goes against Israel’s demand for a complete demilitarization of the region. The plan includes the release of hostages, the creation of a temporary Arab-Palestinian government in Gaza, and the oversight of reconstruction efforts.
Although Hamas has not yet participated in the discussions, it is anticipated that the group will reject any plan that involves disarming. The proposal, backed by Qatar, Egypt, and other Gulf nations, aims for the simultaneous release of all hostages while also ending Hamas’s governance in Gaza.
Israel, however, has tied its acceptance of this deal to the condition of full demilitarization, which could potentially derail the agreement. The Arab mediators are presenting a framework that includes the release of hostages, a ceasefire, and the formation of an alternative government in Gaza. While Hamas would relinquish control of the region, it would still retain its weapons.
The goal of this new proposal is to prevent “regional instability” that could arise if Israel takes full control of the Gaza Strip.
