A group of members from a neighborhood shul want to make their own minyan in a different location just for Rosh Hashana and Yom Kippur. The other members do not want them to do this because most of the funds for the upkeep of the shul are generated from the sale of seats for the Yomim Noraim. The sefer Halichos V’Hanhagos writes that Rav Yosef Shalom Elyashiv paskens that if the people in the breakaway group are members of the shul all year round and the sale of seats is indeed the main source of the shul‘s income, they may not make their own minyan. Furthermore, the rest of the members of the shul can stop them from doing so.
