There’s no Sefer from the Shach Al HaTorah. The famous Sifsei Kohen Al HaTorah is a different Mechaber, written before the Shach I believe.
Secondly, it actually is learned by many people, though maybe not as much in the specific space Rabbi Ribner speaks from.
