According to an inspector general’s review, this information would have led to more careful scrutiny of Tsarnaev prior to the 2013 attack, which left three dead and more than 200 injured.

Russian officials told the FBI in 2011 that Tsarnaev was “a follower of radical Islam” and he “had changed drastically since 2010 as he prepared to leave the United States for travel to the country’s region to join unspecified underground groups.” However, Russian officials denied subsequent requests for additional information on Tsarnaev.

While Tsarnaev was killed eluding the police, the Justice Department is seeking the death penalty against his younger brother and suspected co-conspirator in the Boston marathon bombings, Dzhokhar. Read more at New York Times.
