A source has revealed to Fox News Digital that the FBI is prepared to grant all members of the House Oversight Committee access to the subpoenaed document that alleges President Biden’s involvement in a criminal bribery scheme. The document in question is an FBI-generated 1023 form, and arrangements are being made for committee members to view it in a secure location. It is yet to be determined whether the secure location will be a sensitive compartmented information facility (SCIF) on Capitol Hill or at the FBI’s headquarters.

House Oversight Committee Chairman James Comer, a Republican from Kentucky, has accepted the FBI’s offer and subsequently canceled the committee’s scheduled vote to hold FBI Director Christopher Wray in contempt. Comer will now facilitate the review of the record and provide a briefing to all committee members. Additionally, the FBI has made two other referenced documents available for Comer and Ranking Member Jamie Raskin, a Democrat from Maryland, to examine.

Chairman Comer expressed his satisfaction with the FBI’s decision in a statement, saying, “After weeks of refusing to even admit the FD-1023 record exists, the FBI has caved and is now allowing all members of the Oversight and Accountability Committee to review this unclassified record that memorializes a confidential human source’s conversations with a foreign national who claimed to have bribed then-Vice President Joe Biden.” He further emphasized the importance of oversight, transparency, and accountability in restoring trust in the FBI’s impartial enforcement of the law.

Comer reiterated that the allegations contained in the record remain open and emphasized the credibility and trustworthiness of the committee’s confidential human source. He stated, “The allegations contained within this record track closely with the Oversight Committee’s investigation of the Biden family’s influence peddling schemes. The Oversight Committee will continue to follow the facts and ensure accountability for the American people.”

The document in question reportedly outlines a criminal scheme involving a $5 million exchange of money for policy decisions, allegedly implicating then-Vice President Joe Biden and a foreign national.

Earlier this week, the FBI brought the FD-1023 form to Capitol Hill for Comer and Raskin to review in a secure SCIF. Initially, the FBI proposed that Comer review the document at its headquarters. However, in response to Comer’s threats of holding Wray in contempt, the FBI offered additional accommodations to physically bring the document to Capitol Hill.

Despite these accommodations, Comer maintained on Monday that the FBI was not complying with the committee’s subpoena to hand over the physical document. As a result, Comer announced plans to initiate contempt of Congress hearings on Thursday.

The FBI argued that holding Director Wray in contempt was unwarranted, as it had consistently demonstrated a commitment to accommodating the committee’s request. The bureau had provided access to the document in a reading room at the U.S. Capitol, citing the need to safeguard important concerns such as source protection and investigation integrity.

Meanwhile, Comer revealed that FBI officials confirmed the ongoing investigation utilizing the unclassified FBI-generated record, which has not been disproven. He emphasized that the confidential human source involved in the investigation is a highly credible and trusted informant who has been employed by the FBI for over a decade.

Fox News Digital previously reported that the confidential human source who provided the Biden information to the FBI was a “pre-existing” FBI source involved in various investigations unrelated to the Biden information. The source disclosed that the confidential human source had been working with the FBI for several years before the June 2020 FD-1023 form detailing the Biden allegations was generated. The source added that the individual’s credibility had been consistently reviewed and approved by the FBI, and they had participated in investigative matters during the Obama administration.
