UN Watch, an NGO watchdog focused on the United Nations, exposed a meeting between Former UNRWA commissioner general Pierre Krahenbuhl and leaders of designated Palestinian terrorist organizations during his term in 2017. In the meeting, Krahenbuhl assured the terrorists that “we are one” and “no one can separate us.”

According to the expose, in February 2017, Krahenbuhl and UNRWA Lebanon Chief Hakam Shawan, met in Beirut with Hamas terror leader Ali Baraka, Abu Imad Al-Rifai from the Islamic Jihad (PIJ) and Salah Al-Youssef from the PFLP, as well as other representatives from different Palestinian factions such as the DFLP, the PFLP – Central Command, and Fatah Al-Intifada.

Baraka, was recently designated by the US for his role in Hamas, which included Hamas relations with the Iranian and Syrian regime. The PIJ terror leader Abu Imad al-Rifai has proudly boasted about his role in dispatching suicide bombers targeting US and British military personnel.

In the 2017 meeting, Krahenbuhl, seeming well aware of the optics of meeting with terrorists, warned the terrorists to keep their discussions private, to prevent a “challenge” to their “credibility”, as well as “lead to a loss between donor countries and UNRWA, which might result in reduced or even halted funding.”

During the meeting, Krahenbuhl explicitly emphasized a “spirit of partnership” with the terror groups, and urged the terrorists not to hesitate in bringing any complaints they had to his attention.

Krahenbuhl told the terrorists, “Your cooperation with us in security matters and your commitment to not closing UNRWA institutions, facilities, schools, or offices also completes this partnership.”

Krahenbuhl concluded his remarks by saying: “If we can achieve this, it means we are united, and no one can separate us.”
