“Vesein Tal Umatar” Begins in Eretz Yisroel

siddurAt Maariv last night, residents of Eretz Yisroel began to say Vesein Tal Umatar during the Shemonah Esrei in the bracha of Boreich Aleinu. Residents of chutz laaretz won’t begin saying Vesein Tal Umatar until December 4th.

If one became aware after completing the bracha of Mevareich Hashanim that one omitted Vesein Tal Umatar, one should wait to insert it right before “Ki atah shomeiah” in Shema Koleinu.

If one has already completed the bracha of Shomeiah Tefillah, one may insert Vesein Tal Umatar before saying Retzei. If one has already started Retzei, one must return to the bracha of Boreich Aleinu, which is the proper place for Vesein Tal Umatar. If one already completed the Shemonah Esrei and stepped backward, one must repeat the entire Shemonah Esrei (Shulchan Aruch with Mishna Berurah 117:5. See also Bi’ur Halacha).

(It is advisable to repeat 101 times [and at the very least 90 times] “Ve’es kol minei sevu’asah letovah vesein tal umatar” so as to make the inclusion of Vesein Tal Umatar habitual and fluent, thus eliminating any future doubt as to whether one included Vesein Tal Umatar in Shemonah Esrei or not.

  1. Expand on this issue. A person from outside eretz yisroel is in eretz yisroel and starts to say. Do they stop when they leave?What about a shaliach tzibbur from eretz yisroel who started already and is now in europe or any other place besides eretz yisroel. Please give total coverage on the period between 7 cheshvan and 4,5 december. This period can last as little as 3-4 weeks or 2 months because rosh hashonnah has a max date of october 5 and a minimum date of september 5

  2. the following year 2012 is a leap year so tal umatar outside eretz yisroel is dec.5.If you are alive in 2100 (I hope moshiach comes before then),the dates will creep forward a day to dec.5 and 6 and birchas hachama will be April 9.You are unaware of this date creep because 2000 was a leap year so no date creep. 1700,1800 and 1900 were not leap years so there was a date creep

  3. If you are in Eilat (or other similar areas), which is in the State of Israel, but halachicly is in Chutz L’Aretz and not in Eretz Yisroel, you would follow as they do in Chutz L’Aretz.

    Shouldn’t the “date creep” described by anonymous comment #5 happen every secular leap year (i.e. every 4 years) and not just every 100 years?

    From 1900-2099, Tekufas Tishrei is always on October 7, at either 3am, 9am, 3pm, or 9pm. This year, the tekufa was at 9pm (which coincidentally was leil yom kippur). The tekufos creep six hours later the next year since the solar cycle is 365.25 days. The 60th day of the tekufa, when tal umatar begins, is December 5. Therefore, we start on the 4th at maariv which is the start of the new day. However, this year, the tekufa began after shkiya and therefore tal umatar will commence a day later. Next year, since there is a February 29, 365 days later will be October 6 at 9pm and 6 hrs later is October 7 at 3am and we are back to normal.

    No, vsain tal umatar and birkas hachama is based on tekufas shmuel, which is identical to the Julian calendar, in which there is 365.25 days per year. As such. there is a leap year every four years built in. The Gregorian calendar took out the leap years on the century year, but halacha does not recognize that.
