rav-aharon-teitelbaum-satmar[Video below.] Rav Aharon Teitelbaum of Satmar and his brother, Rav Zalman Teitelbaum of Satmar, joined together with other rabbonim at an urgent meeting to discuss concerns over efforts by the New York City Health Department to regulate bris milah, and specifically metzitzah b’peh.

A Health Department spokesperson has said that “There is no safe way to perform oral suction on any open wound in a newborn. To protect infant health, parents considering ritual Jewish circumcision need to know that circumcision should only be performed under sterile conditions, like any other procedures that create open cuts, whether by mohelim or medical professionals.”

Rav Aharon Teitelbaum, who led much of the conversation at the meeting on Tuesday, stated that people must be educated regarding the lies and misinformation being spread by the Health Department, which claims that bris milah, when performed according to the age-old minhag, can harm a child.

“We must convey that this is the way the mitzvah must be performed,” said Rav Aharon.

An amendment currently being considered by the NYC Health Department is viewed as setting a dangerous precedent threatening bris milah everywhere.

Restrictions on circumcision are already in force in some parts of Germany, Sweden, Norway and Switzerland, and rabid opponents of the practice tried to institute a ban against it San Francisco.

The law about to be adopted by the NYC Board of Health prohibits metzitzah b’peh unless parents sign an “informed consent” document. The same law obligates the mohel to educate the parents about the so-called dangers of metzitzah b’peh.

The document, whose exact language has yet to be crafted by DOH officials, will contain the parents’ affirmation that they have been alerted to the heightened risk of metzitzah b’peh causing HSV-1 (herpes), which could lead to death, brain damage or other illnesses.

In essence, the law coerces an admission from the parents that they have knowingly endangered their baby’s welfare – a self-incriminating statement that could be leveled against them at a later time.

Thus far, Torah authorities on five continents have issued kol korehs exposing the New York City ordinance as an insidious attack on bris milah masquerading as a concern over public safety.

Distributed in all quarters of the Torah community, the kol korehs, representing a broad spectrum of Chasidic and Litvish communities, inform constituents that the proposed amendment collides with Torah law and is based on falsehood.

The authors prohibit – as did the Chassidishe rabbonim at yesterday’s meeting – compliance with any ordinance that seeks to change the practice of bris milah in the slightest way.

  1. There is only one argument which shows that Metzitza B’peh is not part of the Etzem Mitzvah. And that is, the fact that we do not do MbP on any child older than Five; and definitely not on adults.
    If it would be part of the Mitzvah in any way, we would never omit this on children who are painfully going through the procedure.
    So the Sheilo is, how do we deal with a custom which used to be a medical remedy.
