  1. Masks prevent the spread of the virus, mainly protecting others from the wearers’ germs, and minimizing – along with other precautions – the wearers’ contact with the virus. Therefore, yes, the governor or mayor can insist on the public wearing masks outdoors, but $1,000 fine is a bit much, for a first offender. Not visiting one’s vulnerable parents is unfortunately often recommended.
