Earlier this week, Rav Gamliel Hakohein Rabinowitz visited the home of Rav Chaim Kanievsky on Rechov Rashbam in Bnei Brak.

During his visit, Rav Gamaliel asked Rav Chaim the words of the Shulchan Aruch Harav, quoted by the Mishnah Berurah in his introduction to the laws of talmud Torah, that the concept of talmid Torah keneged kulam, Torah study taking priority above everything else, is only if one is learning halacha lemaaseh. Nowadays, that most of the learning done in yeshivos and elsewhere is not for halacha lemaaseh, but for pilpul and the like, do we apply the concept of talmud Torah keneged kulam?

Rav Chaim answered, “When you sit and learn all the time, that is an actual fulfillment of talmud Torah for halacha lemaaseh, and then any situation would be one of talmud Torah keneged kulam.”

    • I think it’s referring to the hakdama of the actual sefer Mishna Berura, where he says something extremely similar to the quote above, in the paragraph that begins “V’hinay af shelimud haTorah…” (Although he does not seem to be quoting the Shulchan Aruch HaRav).
