As has been paskened by leading poskim of the last and this generation, Israeli Sefardic Chief Rabbi Rav Yitzchak Yosef has ruled that Yidden should not make a minyan on an airplane if doing so will bother others.
Rav Yosef related his p’sak in a letter to the manager of El Al Airlines, Eliezer Shkedi. “If there is any disturbance to passengers or to the stewards, then people should daven individually rather than as a minyan, especially if it will cause elderly or tired passengers, or children, to lose sleep,” he said.
According to Arutz Sheva, Rav Yosef added that this is the p’sak of his father, Chacham Ovadia Yosef, who, when he used to fly abroad, “would daven alone on the plane, not with others, so as not to disturb anyone, because he was worried about causing someone to lose sleep.”

I also heard from his grandson that Rav Shimon Schwab, zt”l, said you shouldn’t stand for Shemoneh Esrai on an airplane, or any moving vehicle (bus, train). Rather you should sit.
