Felix has been charged with Murder in the Second Degree under the Felony Murder provision of the statute, given that Menachem’s death took lace during the commission, or attempted commission, of a kidnapping. The investigation into the other participants is ongoing. Felix faces a charge of murder in the second degree, which carries a penalty of 25-years-to-life in prison.
