The potential nomination of Rogers comes as the NSA continues to grapple with fallout from the Edward Snowden leaks and works toward implementing the reforms President Obama recently outlined.

Rogers will face a tough confirmation battle, as many expect senators to use the nomination process to batter the administration on surveillance. Rogers would succeed Gen. Keith Alexander, who has run the agency since 2005. Read more at The Wall Street Journal.
