The Chief Rabbinate of Israel says that there are no specific requirements for Orthodox rabbis in the Diaspora to be appointed to communal positions, and that such appointments are made in a haphazard manner.
The rabbinate was responding to an inquiry submitted by Hatnua MK Elazar Stern, in cooperation with the ITIM lobbying and religious services organization. Read more here.
