The Privacy and Civil Liberties Oversight Board, which was tasked with reviewing the NSA’s surveillance program, has declared the program illegal.
“The … bulk telephone records program lacks a viable legal foundation,” the report said, and that it threatens civil liberties and has “only limited value.”
