There is a simpler answer to the problem, though it will not be tasty to many. Each and every attack should result in the slaughter of several terrorists. Membership in any group is enough to qualify for being chosen. If every attempted terror attack resulted in a dozen Palestinian carcasses, they might consider stopping the incitement.
