Russian officials believe a bomb was the likely culprit in the demise of a MetroJet flight in Sinai late last month, according to U.S. intelligence officials monitoring them.
Both Russia and Egypt were initially skeptical of terrorism reports because of the implications for their military involvement and tourist industries, respectively.
