Various admorim and Torah giants were known for asking morei horaah, halachic adjudicators, to pasken that Moshiach should come. These rabbonim would say that a morah horaah, a posek, is given certain powers to issue a halachic ruling that can impact the metzius, the reality, of the world.
It was with this in mind that Rav Menashe Klein, noted posek and author of the Mishneh Halachos, who currently resides in Eretz Yisroel, posed a request to the posek hador at his home in Meah Shearim.
Rav Klein, during a recent visit to Maran Rav Yosef Shalom Elyashiv, asked the centenarian gadol to pasken that Moshiach should come. Rav Elyashiv politely refused, stating, “We cannot pasken [that the geulah should come], but rather, we should believe in and anticipate [the coming of the geulah].”

How does one pasken for something that only the RBSO can do? Any mekoros on this?

What does RBSO mean?
Regarding doug’s comment, Chazal tell us that meshiach’s comming is dependent upon us, Klal Yisroel, as it says “hayom im bekoli sha’mata”.
There is probably a piece missing to this story. It doesn’t make sense that someone can force Moshiach to come. That sounds like another sect in Klal Yisroel, which we disagree with.
Mosiach is up to us as well. We should continue with mitzvohs and make him want to come and redeem us.
B’ezras Hashem he should come soon, even if we don’t force it upon him.

Can we have sources for this saying from motrei horaah?
I think what he meant to say was that we all have to behave properly first. Similar to what Rav Chaim said that Moshiach is coming very soon but … (another article in Matzav).

What we should be praying for is the ingathering of the exiles. And I do not mean exiles from the Land of Zion…. The real exiles are all the Jewish people who do not live under Torah Law. Be it in our time that many more will come to Torah Law.
I”m sorry to tell you the truth but in the world today (especially in America) we are not yearning for the Bais Hamikdosh, & mourning over it etc… in order for someone to get something (ex. a baby, a shidduch, a livlihood etc…) he needs to yearn for it & cry out to Hashem.
All of us have heard, read & seen tons of true stories of people who had their first child at 42 or had a sick child that the doctor said i’m very sorry but your daughter has only 3 hours to live & then he comes back 2 hours later & says its really a miracle but your child is beginning to recover. Why is it that they finally had a child & the child recovered? Its a Pasuk we say 3 times a day in Davening. Hashem is close to all who call to him, to all who call out truthfully. (Tehillim 145)Because they cried out from their heart, they really meant what they were saying when they davened to H-shem to have a baby or for his daughter to recover etc…. theres a reason we call Hashem, Avinu She’bashamayim (our father in heaven) Hashem loves us from a father to a son. If we really cried out for the Bais Hamikdosh from our heart with truth & show that we are missing it, then we wouldn’t still be in Golus today.

I am fully aware, as an MA student in Jewish Studies, that there is a strong tradition that human actions can influence the Divine, and so, our mitzvos can help bring about the advent of Moshiach. However, this does not seem to indicate that a posek’s psak can magically bring about Moshiach. There are a whole cadre of prophetic circumstances that must be fulfilled according to the Neviim.
None of us talking back are anywhere near the levels of G-D awareness of these two Gedolei HaDorNoe of us know if there is Chas V’Shalom a heavy G’zar Din about to be issued that the actions of Torah Great on Earth are necessary for the benefit of the generation
Maybe Rav Eliyashiv’s answer should be understood that instead of relying on our generals to fight on our behalf each of us must carry our own weight in bringing the Geulah closer.
The gemara in Bava Metzia (Daf 84?) makes it clear that one shouldn’t daven for Moshiach to come before its time.
We must concentrate on rebuilding Jerusalem. How is this done? This is not about building infrastructure. Rebuilding Jerusalem means that we bring the light of Torah to the world. When the light of the Jewish people shines in humanity, Jerusalem is rebuilt in the minds of all of mankind.
